  • Job Summary

    The Operation Manager of Risk & Facilities will manage and maintain the Mableton Service Center resources owned or leased by the council; monitor and manage council contract administration, insurance program (not including employee benefits); and serve as a front-line resource for risk management issues.

    Duties & Responsibilities

    Headquarters & Service Center Resources:


    • Provide direct support and supervision to risk and business operations specialist and maintenance operations specialist
    • Formulate, submit and administer the headquarters and service center operations budget


    Customer Service Experience

    • Develop and manage a plan for outside group usage of council service center facilities
    • Oversee the travel approval process including approval, records management and insurance
    • Oversee the event approval process for membership including approval, records management and insurance
    • Direct support to volunteers through active attendance at Cookie Rally, STEM event, Count & Go, VLC, SUD Breakfast, service unit meetings and other direct contact venues to support volunteer services staff and educate the volunteers in risk management and safety issues
    • Establish and maintain strong working relationships with community publics


    Education and publications


    • Review and advise on camp Standard Operating Procedures
    • Draft updates to Volunteer Essentials
    • Create and update multiple on-line trainings
    • Update and publish multiple forms
    • Update and publish Safety Activity Checkpoints 


    Contract Management


    • Prepare first drafts of contracts, including construction, real estate, and trademark license agreements, etc. and various other legal documents
    • Oversee contract review and signature, disbursement, COI’s
    • Manage supplier relationships and ensure the ongoing management of performance, quality, cost, contractual commitments
    • Review final contracts and agreements for proper approvals including: managing internal routing approval process and expedient delivery and return of agreements and disburse final and correct documents to all parties;
    • Serve as a primary contact for all vendors to resolve issues related with contracts
    • Obtain explanations of and reasons for each apparent deficiency and document responses
    • Report audit findings and make recommendations for correction
    • Manage horse lease & sale process


    Insurance & Resource Management 


    • Monitor and manage council insurance program (non-employee benefits)
    • Manage administration of incident/accident reports
    • Manage administration of workers compensation claims and reports including: filing first report with insurance company; communicating with employee and manager; ensuring return to work and restriction paperwork is up-to-date; working with manager to find modified work for injured employee if necessary and following up with insurance company through close of claim
    • Manage administration of Mutual of Omaha Claims for volunteers
    • Manage administration of resident camp claims
    • Oversee process related to COI’s
    • Annually assess and update council Crisis Management Plans including: creating and updating materials as needed ; conducting annual all staff training; conducting new staff training quarterly and maintaining all files related to crisis response situations
    • Consult on risk management and safety issues and concerns for all operating units
    • Assist with bi-annual facility and program risk assessments
    • Manage council’s fleet of vehicles and trailers including; registration of new; annual taxes and tags, permits as needed; driver approval; and assisting with purchases and disposals of vehicles




    Skills & Experience


    • At least 2 years of experience in data research, collection and analysis techniques and preparation of written and oral reports
    • Experience analyzing bids and proposals to ensure that the specifications of binding agreements with customers, vendors, and employees are legal and comply with company policy
    • 3-5 years legal contract review experience in a legal or corporate setting
    • Knowledge of contracting concepts and contract acquisition law and regulations are essential for any career in contract management
    • Strong communication and negotiation skills
    • Current knowledge of principles and best practices in risk management activities
    • Able to work in an outdoor setting in various weather conditions and hours
    • Knowledge of facility management
    • Working knowledge of property and liability insurance
    • Ability to read and utilize blueprints and building plans
    • Must hold a current valid driver’s license and be willing to travel to multiple locations
    • Working knowledge of computer software, word processing and spreadsheets
    • Proven supervisory experiences
    • Must be able to complete & clear a MVR, Criminal, and National Sex Offender background check


    • A bachelor's degree in a business field and 5-7 years of contract-related experience (Degree in business law and business administration are particularly desirable)
    • Minimum of 6 years of insurance risk management related work experience, including contract review and evaluation, risk identification/reduction, loss control, asset protection, employee safety, and workers compensation, auto and general liability programs
    • Strong experience reviewing and drafting a wide range of legal contract documents such as Amendments, Statements of Work, SaaS agreements, Service Level Agreements, waivers, and Master Services Agreements, and Non-Disclosure Agreements
